The Harbor Child Care Caribbean Celebration is our major fundraiser this year to benefit our programs, which provide a winning curriculum year-round for children from 12 weeks to 12 years, and honor those professionals, activists, and humanitarians who give back to their communities. This system will serve as your online resource for applying for and managing your disaster recovery award from the State of New York. If you have previously submitted a pre-application for housing or business assistance, a username and temporary password will be emailed to you. If you have not previously submitted a pre-application for assistance, please register here.

To be eligible for one of the New York Rising Disaster Recovery Programs, you must be able to answer YES to the following questions:

·      Is the property or business for which you are seeking assistance located in one of the counties declared as a disaster area as a result of Hurricane Sandy, Hurricane Irene or Tropical Storm Lee?
The following counties were impacted and eligible through New York Rising Recovery Programs:
Albany, Broome, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Fulton, Greene, Herkimer, Montgomery, Nassau, Oneida, Orange, Otsego, Putnam, Rensselaer, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Tioga, Ulster, Warren, Washington, and Westchester.

·        Was the property or business damaged as a direct result one of the above named storms?
This program is designed to assist properties and businesses damaged by the storm.
You can take as long as you would like to complete this application; start and stop at your convenience throughout the process. Once you get started just click the SAVE button on the top right of the screen to save your work. When you are ready to resume just log back in and pick up where you left off.

Important information is required to complete and submit your application. This information can be obtained from the documents listed below. This system provides an opportunity for some of these documents to be uploaded and submitted with your application. If you do not have the ability to upload the documents, don’t worry. You can bring them with you to your initial meeting with a disaster recovery housing caseworker or business representative.

Residential Property Owners:

Name and age of all persons living with you

Social Security number for applicant

FEMA – registration number and amount approved and/or received

SBA – application number, loan number, amount approved and/or received

  Insurance (Homeowners, Flood, Wind) information – company name, agent’s name and phone number, policy number, claim number, policy date, amount settled for structure and/or pending

Attorney name, address, and phone number if insurance is in litigation

Lien and mortgage information- name of lender, estimated payoff balance and account number of all lien holders

Dates and amounts of any disaster funds received prior to Hurricane Sandy from the city, county, state, and/or federal government for the damaged property

Emergency contact information – name, address, phone number

Power of Attorney information (if applicable) – name, address , and phone number

Investor owners, a list of all units and income information for any current tenants


Small Business Owners:

FEMA – registration number and amount approved and/or received

Social Security Number and/or Employee Identification Number for applicant

DUNS Number

SBA – application number, loan number, amount approved and/or received

Additional documents may also be required and can be uploaded as part of this application, or may be brought to your initial meeting with a disaster recovery housing caseworker or business representative. Someone will be standing by to assist you Monday-Friday 8am - 8pm; Saturday-Sunday 10am – 5pm.

 New York State Programs

NYS created a website for homeowners and business owners to register for Sandy Aid grants.  The site is www.nysandyhelp.ny.gov.  At this time there is also a grant available for seasonal tourism.  The following is information regarding the programs.

 Residential:  Grants from up to $50,000 to $100,000 or more if justified, are available to residentialhome owners or rental property owners (under four rental units. More than four units have a separate program) who suffered a structural loss. This money will be above and beyond what FEMA and Insurance coverage has allowed (if the claimed funds were not enough to cover the extent of damage). The homeowner must register for a pre-application. A case worker will be assigned to each homeowner, licensed contractors (or if necessary architects or engineers) will be bid by the homeowner and the successful contractor will be paid directly by Nassau County when the homeowner signs-off on the completed project. Homeowners that have spent their own funds to make up a shortfall difference from FEMA or their insurance coverage are also eligible to participate in the program. Contracts, receipts, cancelled checks and all applicable documents must be made available as proof of expended funds. A program is also available to purchase destroyed homes at fair market value.  

 Business: Grants from up to $50,000 to $100,000 or more if justified, are available to business owners who suffered a loss. A 2% (or less) seven (7) year loan for up to $1,000,000 is also available. These funds are above and beyond FEMA, Insurance or SBA funds. The business owner must register for a pre-application. A case worker will be assigned to each business owner, licensed contractors (or if necessary architects or engineers) will be bid by the business owner and the successful contractor will be paid directly by Nassau County when the business owner signs-off on the completed project. There are also special grants available for Fishing Industry and Seasonal Business owners.
